IMHO, you are defending that a three-state toggle would be a good thing. I agree with you there. I suggest: "Active on this runlevel", "Inactive on this runlevel" and "Manual control" (s-link, k-link, no-link). I do NOT think a two-state control should be "on" and "manual control", unless this is quite throughoutly documented.
