I just looked at http://qa.debian.org/debcheck.php?list=INDEX&package=&arch=&dist=sid and went ICK.
There are 36 packages with a broken Depends on *every* architecture. I figure for each one, that's definitely an RC bug against the package. And most of them don't have the appropriate bugs.
