Mail headers from a message to a bug forwarded through the PTS look like
this:

... while the headers sent by debbugs itself look like this:

My reading of RFC 2822 is that the empty string is a valid header value,
so the PTS is incorrectly folding this. Of course, this might be the
fault of Mail::Internet.

You're right that it's fixed in woody's Mail::Internet. Since master's
now been upgraded and I've verified that the problem no longer exists,
I'm closing this bug.
