retitle 122075 O: efuns -- EMACS in Objective Caml (plus support libraries) thanks

efuns does not build from source and did not for over two years now.
There's an open RFA on wnpp (#122075), while Brent Fulgham claims in
#67459 that in fact he orphaned it (retitling now).
Cyrille, you talked in March about adopting it. If you don't step up
_now_ and nobody else objects I'll ask for removal of efuns. If you want
to bring it back to life at a later time it can always get added back to
the archive.
efuns is currently only in unstable:
