New tetex-base is coming today, texinfo presumably too since Joy said "Don't worry about it". Some of these bugs (console-data, texinfo) will be fixed before the 21th. Some won't -- however, most of them are quite easy to fix (they just need some more time). Since we are freezing in steps, the base system will still have plenty of time to stabilize and get the last RC bugs worked out. But the base freeze has to start at some point, and I think it's a good time to do it now. But of course it's up to the RM to decide.
