Bug#87469: hylafax-server and no setup.cache

In /etc/init.d/hylafax:
test -f /var/spool/fax/etc/setup.cache || exit 0
This file doesn't exists after installation and configuration from
hylafax-server and capi4hylafax

(also in my bugreport for capi4hylafax)
