Just to clarify this further, I now realize this may be confusing
to some, especially for non-1st language speakers.

discretion has various meanings:
one of which is "the quality or state of being discreet"
        -  this is not what I meant.
        
it can also mean:
latitude/ability to make responsible decisions, power of free
decision.
        -  this is what i meant.
