It's not entirely clear what you mean by "become a member". If you mean a member of the Debian QA group, yeah, welcome, you can start right away :-) Perhaps you'll like paying a visit to the QA website (http://qa.debian.org/) and suggest improvements or just give ideas about what could be done (and how).
