GtkXmHTML does not need GNOME, yet it's dependencies require it:

Depends: gnome-libs-data (>= 1.0.54-1), gnome-bin (>= 1.0.54-1), libc6 (>=
2.1), libglib1.2 (>= 1.2.0), libgtk1.2 (>= 1.2.6-1), libjpeg62,
libpng2(>=1.0.3), libxpm4, xlib6g (>= 3.3.5-1), zlib1g (>= 1:1.1.3)

gnome-libs-data and gnome-bin should be removed from that dependency.  I
can NMU if you are too busy.  Ideally, it'd be nice if the GNOME people
would split it out into it's own tarball, I see no reason for it to
be in gnome-libs.
