Yes, you're right, this is not difficult, but my proposal had another aspect : the more important is not to know that a package hasn't been updated, but *why*. An additionnal file has the advantage to improve the security by giving an automatic information about what happened. In my mind, when the release is official, Packages.gz stays unchanged. The Stake.gz would be the "diff" file improving the information, so the security, and --- this is not absolutely negligible ---, highlighting the work of the debian-qa team. If I haven't read your mails during some "discussion" about new maintainers, I wouldn't have noticed the existence of the debian-qa team. Information must be made easier.
