Now, AFAICT, the 2.2.1 branch has been effectively dead for more than two years. The other branch seems to be alive and well, the latest version is (confusingly) 2.1.8.6b5, and can be found at http://synack.net/xinetd/ At least some of the issues addressed by your patch have been fixed --- but I didn't check the details.
