$ cd /tmp
$ wget http://www.debian.org/~aph/boot-floppies/19991118/bf-common.tar.gz
$ su -
# mkdir /tmp/basetest
# cd /tmp/basetest
# tar zxpvf /tmp/bf-common.tar.gz
# chroot .
and you're done.
