There is no policy on this matter.  Personally, I don't think it is going to
be particularly useful unless it is automatically generated like shlibdeps.
So until such a tool is written or shlibdeps is adapted to this task (you
should be able to just change the package names by adding -dev), there is
no point in doing adhoc additions here and there.
