I've never done a debian-qa upload before, but my understanding is that anyone on the list can make fixes and uploads. I found a bug in wily that was trivial to fix, so I fixed it in the cleanest way I could see -- a request for comments posted to -devel didn't turn anything up. Hopefully what I did is right.
