When the deep freeze began I removed contrib and non-free from the list.

Actually #28817 is reasonable easy to fix (static symbol in libdpkg and
check that in dpkg).

I was waiting for a comment from Brian before excluding any of the dpkg
bugs. Personally I have no problem with excluding all of them, otherwise
we'll never release slink.
