reportbug-ng does not support properly sending copies of an issue report
being opened to email addresses. The ITS supports doing that with the
X-Debbugs-CC custom header. Adding that header with common MUA-s like
Icedove and KMail is surprisingly complicated, and as David Prévot
points out, simply Cc-ing addresses once in the MUA is suboptimal:
