sgml-data has a Piuparts sid state of state-failed-testing, dating
back to at least last May:

It and docbook-xsl share essentially the same error report:

    0m34.5s ERROR: FAIL: Package purging left files on system:
      /etc/sgml  owned by: xml-core, sgml-data
      /etc/xml   owned by: xml-core, sgml-data

Together, the two reports are causing over 400 packages to be in
state-dependency-failed-testing, representing 20% of the total in that
state. This is blocking the testing of those packages in Piuparts sid.

Reproduce by running piuparts against the sgml-data package.

Set to important, to reflect the number of blocked packages in Piuparts.
