Upon closer inspection, it looks like the problem is bigger than just an incomplete copyright file. Several of the files, for example, happydoclib/formatter/xmlformatterbase.py contain the statments:

I checked the current upstream release which is newer than the one debian is shipping. They no longer reference a file named COPYING, but they still have an embedded version of docstring which has the following: # Copyright (c) 2001 Zope Corporation and Contributors. All Rights Reserved. # # This software is subject to the provisions of the Zope Public License, # Version 2.0 (ZPL). A copy of the ZPL should accompany this distribution. # THIS SOFTWARE IS PROVIDED "AS IS" AND ANY AND ALL EXPRESS OR IMPLIED # WARRANTIES ARE DISCLAIMED, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED # WARRANTIES OF TITLE, MERCHANTABILITY, AGAINST INFRINGEMENT, AND FITNESS # FOR A PARTICULAR PURPOSE The software is not, however, accompanied by a copy of the ZPL.
