However, upstream of netpbm switched to a unified library libnetpbm back. At debian, we decided to provide libnetpbm9 with the four splitted libaries as long as possible, and at the same moment create the packages libnetpbm10{,-dev} which provide the unified libs. So, it's for the moment up to you if you want to switch to the new libnetpbm10-packages or not.
