About 90% of the HTML documentation for libguppi-dev is
under /usr/share/gtk-doc/html/ instead of
/usr/share/doc/libguppi-dev/. The FDL is not only under
/usr/share/doc/libguppi-dev/ (once) but also under
/usr/share/gtk-doc/html/ (thrice!).

Sorry no one got back to you sooner, guppi is still unmaintained.
The current version of libguppi-dev doesn't contain HTML documentation
or copies of the FDL.
