No. I filed Bug #222853 in Dec 2003 outlining my reasons for
thinking freedict, at least as it existed in 2003, can not be
packaged satisfactorily.
As far as I am concerned, you are welcome to adopt it.

I do not know if Michael intended to package these packages for
Debian, or if he still does.
