It has been superseded by the free alternative hylafax (qpage was in non-free), and therefore it was removed in september 2003. See #202538 for more information. Also, considering the current release is 3.3, and was released may 12th, 1999 (last code change being july 1998 according to changelog), it's apparantly isn't maintained upstream anymore.
