I would clearly say that mathomatic-primes should declare a conflict or change its filenames as it is newer and the name is not so strongly linked with the package name (renaming the two files would really be the better solution) I've increased the severity of the mathomatic-prmes bug to serious as missing conflicts are a policy violation.
