If you choose to do so, it asks all the config questions at medium priority. The result is that if it's installed at high priority, it asks if you want to configure it, and then doesn't let you.
I think it would be better not to ask the high priority question at all, and always configure it, if the user's debconf priority is set to allow it. That's what debconf priority levels are for, to control what level of configuration you want to do.
