In the postinst you know which version the user is upgrading from... so this
warning should be printed only when needed:

If you are upgrading from a version of licq prior to 0.70
be sure to read the UPGRADE file in /usr/share/doc/licq,
as licq will *NOT WORK PROPERLY* if the instructions
therein are not followed.

postinst now checks the version being upgraded from and only shows the 
warning when necessary.
