Some of the files in /etc (such as /etc/fstab) are created by
  parsing entries in /usr/lib/diskless-image/template with m4.  If they
  were directly in /etc they might cause trouble to some programs that
  tried to parse them while in a chroot environment in the host machine.
  To keep them m4-parseable and allow them to be modified and kept, I
  think the template directory should be moved to some subdirectory
  under /etc and the files be marked as conffiles.
