Current config.{sub,guess} supports s390 too. I[1] just checked on raptor
that package builds if I remove --host and --build parameters.
Because there is a workaround I will upload fixed package and close this
bug. But I think that dpkg-architecture should return value which is usable
with ./configure, as it works for other architectures. That's why I assigned
copy of this bug to dpkg-dev[2].
