Fixed in scoop 0.9.0-15:
scoop (0.9.0-15) unstable; urgency=low
 .
   * Orphaning, maintainer set to QA. The following entries are for
   * stuff
     that's been sitting in my svn repo for ages.
   * Really upgrade mysql-server from Suggests to Recommends
   * Removed the warning text at the top of the etc/httpd-* files used
   * for
     the /etc/scoop/apache.conf templates since they don't apply to the
     Debian package.
   * Depend on exim4 instead of the outdated exim (Closes: #255362)
