It something similar to a classical bootstrapping.

as your first upload will need to NEW as a binary upload you have then fulfilled this requirement later once you proceed with any later source only upload. I think it even doesn't really matter in case of the internal test suite, you can drop these for the first build.

Thanks Carsten, I will exclude that dependency in the first upload.
