I think the message you got was triggered by activity on either
https://bugs.debian.org/1106754 or
https://github.com/bit-team/backintime/pull/2163 .  The bts-link tool's
purpose it to keep the Debian Bug Trackins System in sync with relevant
information on upstream activity like e.g. github Pull Requests.
