Hi,

It's been about 2 weeks since the policy change has been proposed. I
believe I have taken in account the feedback and the discussion seems
to have died down.

As the response from the team member was largely positive, I propose
the change be merged.

I'm still against this, and I'm not sure yet whether or not it'll drive
me to leave the team. The first sentence is ok, but the second is not
ok with me.

Can you be more explicit on the reasons why you dislike the second sentence?

It only says you should document why tests aren't ran in a package and encourages you to open a bug report.

You certainly don't have to write ten paragraphs, a single sentence summarizing the issue (and thus letting other people in the team help) is enough IMO.
