This message is output by setup.py. According to the README, it must be installed with pip3. Has upstream tweaked it so much that setuptools fails? As next step I would try adding python3-pip to the Build-Depends and overriding dh_auto_install to something like pip3 install . --target=debian/macsyfinder and see how it goes.
