The usual sponsorship workflow is to push your changes to alioth, but don't tag 
the release.  Typically if someone from within the team sponsors the package, 
they'll get the package from there.

You can also join #debian-python on OFTC and and your package to the list of 
packages needing sponsorship in the channel topic.
