We're not using pristine-tar with svn, right now; if you build a package from svn, you need to fetch the upstream tarball from the archive or via uscan anyway (probably by letting svn-buildpackage do it for you). So it seems to me this is more a case of "adding pristine-tar", not "dropping pristine-tar", unless you're referring to the handful of packages already in git instead of svn.
