Please follow the instructions at mentors.debian.net [1] to upload your package for review and file a sponsorship request. If you'd like to maintain your package within the team, you'll have to file a request to join the DPMT/PAPT on alioth (and then wait for an admin to approve your request). Note that for various reasons (feel free to dig into the list archives), DPMT/PAPT packages are only maintained in svn, so you'd have to maintain python-pandocfilters in svn, not git, if you choose to maintain it within the team.
