I would not consider zope as a blocker at all. IMHO a packaged zope is more or less useless as the zope community uses buildout and never supported the Debian way of installing Zope applications. Also zope2.13 is a new source package and zope2.12 could be removed without blocking the itroduction of 2.13 by doing so.
