How about distutils' --install-data? Providing such option and later ignoring users who want to change the default value is not nice (yeah, I know it's hard to support it as the directory is not recorded anywhere, "packaging" module should make it easier, though). Anyway, we keep translations in /usr/share/locale/ and that's where Debian administrators expect them to be. We keep other shareable files in /usr/share and so on. Dealing with all these symlinks is also messy if you support more than one Python version.
