You still don't need to apply for your own Alioth project - you can use the collab-maint project on Alioth, which is a generic place to maintain random packages in a VCS (they have all the repositories - svn, git, bzr, etc.). All Debian Developers have access to collab-maint automatically, and non-DDs just need to ask for their -guest account to be added to the project.
