You still don't need to apply for your own Alioth project - you can use the
collab-maint project on Alioth, which is a generic place to maintain random
packages in a VCS (they have all the repositories - svn, git, bzr, etc.).
All Debian Developers have access to collab-maint automatically, and non-DDs
just need to ask for their -guest account to be added to the project.

I maintain gtimelog in a collab-maint bzr repository, and have done so
since before I was a DD (my -guest account was added to the collab-maint ACL
within a day of me asking).
