>From what I can see you need to build-depend on python-all (>= 2.3.5-10) as is explained in point 9 on w.d.o/DebianPython/NewPolicy under "Updating your packages". Unfortunately this will give you the lintian error which I think may need to be updated. You could avoid it by build depending on python-all, python. But ignoring it for now seems acceptable.
