If by that you mean, will you be able to create a Debian-packaged TurboGears without extensive patching to work around the issue, the answer is no, you will not.
Right now, easy-deb looks like the best bet for people wanting a Debian-packaged TurboGears, in that my understanding from the author is that it does in fact Debianize eggs.
