lintian: Should check dependencies for python packages

Severity: normal

Lintian should include a check for correct dependencies of Python
extension packages. The rule is like follows:

Any package that installs stuff in /usr/lib/pythonX.Y/site-packages must
have a dependency on:

    python-base >= X.Y, python-base << X.(Y+1)
