Yes. I think "dgit clone" should set up a remote for this automatically. (The information is useful for a lot more than contributing back: having the upstream git history, where it can be found, is often useful for bugfixing, etc.) What does pkg-perl-tools call this remote ? dgit and pkg-perl-tools should agree.
