In the hypothetical case the declassification ever happens: yes. A message would first need to be out of the "keep private forever" context for it to be declassified, in which case it's probably of no use having the original message. Note that there would be three kind of messages: "to be buried", "unknown", "can be declassified". The proposal is only about the first kind and makes no distinction between the two others.
