I am considering this money collecting thingy as a service to our users and I do not think there is a gold standard way to reward adequately (relatively speaking or in absolute terms) the value of the idea, the team building, the design, the implementation, the packaging, ... whatever.
And we should not care too much, as long as our own donations continue to flow. The money should be used for what will be, not as a reward for what was already done. We can have two buttons with every package. One for Debian (which should go to the SPI, not to the packager) and the other for upstream.
