There is group who regularly ping inactive maintainer, it is called, MIA team (See: http://wiki.debian.org/qa.debian.org/MIATeam) . Did you reported about those DDs to MIA? There is also WAT run which actually remove inactive maintainer(s) periodically based on certain criterias.
