Hmmm… the Tyranny of Unix Permissions[1] :( Anyway, many packages provide other means of access (VCS, mentors.d.n, personal repository…). How about an opt-in system: DDs who whant their NEW packages to be kept private before review by the archive administrators work as usual, and others upload a copy on mentors.debian.net ? If the administrators of mentors.debian.net do not object, this is what I will do for now on.
