I think the reason behind using a 2.2. kernel is (was?) that it works on
all architectures. So the 'default debian install' will also work on
architectures like sparc32 (those pizzabox sparcstations). Those sparcs
do not support 2.4.x kernels (or rather: not the early models that were
available when woody went frozen.
