Luca Boccassi spotted an upstream change that alters how localhost is treated since CUPS 2.4.17. That part of postinst is now fixed thanks to him. However, autopkgtest still fails because CUPS upstream also broke anonymous queues for 2 releases. Fixing that part requires packaging CUPs 2.4.19 or newer into unstable. Last, but not least, the recent changes you made to the PDF printing test that ships with cups-client essentialy broke the test. It creates and removes a queue without printing anything.
