This issue happens often. The system is Debian 10, with Xfce 4.12 and an HP
Photosmart C3100 Series All-in-One printer running on USB connection. All
updates have been applied as notified by the OS system.
In trying to install it:
hplip is already the newest version (3.18.12+dfsg0-2).
cups runs fine, but it cannot release the files, even when attempting to do so
directly.

It tells us that a print job was successfully carried out using
this fundamentally set up print queue. It indicates that the
printing system is OK. HPLIP essentially uses the same lpadmin
command. You may, of course, test futher with other files.
I am inclined to close this report on the basis that the job was
processed correctly.
