This is only true if cups-filters is using the Poppler pdftops utility,
if Ghostscript is used (and this is the default in Ubuntu and also
upstream), level 3 PostScript is generated if the PPD requests it.

Bastien, so you can try 'LanguageLevel : "3"' in the PPD, but make sure
that the pdftops filter uses Ghostscrpt.
